Boulder County Employees Union

2026 Elections

Bargaining Committee Members

The Bargaining Committee represents our union at the bargaining table with county leadership. There are 8 total positions on the Bargaining Committee. There are currently 2 positions available.

  • My name is Leonel Alvarado. I am seeking a position on the bargaining committee to help negotiate a fair and sustainable contract for all Boulder County employees across every department. Our workplace is undergoing rapid change due to budget cuts, restructuring, layoffs, and these changes affect everyone, not just one team. Many employees are already stretched thin, underpaid, and asked to do more with fewer resources.

I believe a strong union contract can provide meaningful protections, transparency, and stability during periods of change. As a member of the committee, I would advocate for fair wages, reasonable workloads, better job security, and equitable treatment for all classifications and departments. My goal is to ensure that every worker’s voice is heard and that decisions made at the bargaining table reflect the needs and realities of our entire workforce.

  • I am interested in serving on the Bargaining Committee to speak for truth, justice, and accountability. I will seek to learn and represent your stories at the table. I don't want to take the place at the table of anyone bringing their truth of oppression and struggle since my life has been one of relative unearned privilege (cis/whiteness) so please consider that as you vote.

  • I would like to be part of the bargaining committee because coworkers have trusted and confided in me about work issues that I want to have addressed. Additionally, I've proactively reached out to others within my department about what they want from a contract. My primary goals on the committee would be arguing for compensation that's fair for Boulder's high cost of living, providing ideas to address the cost of living beyond increased wages, proactive worker outreach, protecting workers, and preventing our labor from being used against us, particularly in the cases of AI training and assisting ICE. We serve the people of Boulder County and I would do everything in my power to prevent our labor from being weaponized against us and the people we serve.

  • She/her

I am interested in being on the bargaining committee for BCEU because I am passionate about helping Boulder County workers. I was one of the original few people who started organizing our union. I was having organizing conversations long before we affiliated with CWA and started collecting cards. I have witnessed the power of organizing workers here and I find it exhilarating to be a part of it all.

I have been serving as a steward and I’m finding it extremely rewarding to stand up for my coworkers. I am eager to make a bigger difference by serving at the bargaining committee as we hammer out our first contract. I am a writer and I’m ready to commit to contribute my skills to this essential phase of the work.

Representative to the Benefits Advisory Board

Through negotiations with the county, the bargaining committee has secured a seat for a union member to sit on the county’s existing Benefits Advisory Board (BAB). There is currently 1 position available.

  • TBA

  • If elected as our union's BAB board representative, I promise to engage our entire membership to understand their benefits needs and priorities. I would press the county for all available information on costs and usage, and make sure that we are getting the benefits we deserve while ensuring we don't pay for things we don't need or use. I would always be transparent and welcome one-on-ones with any member to support them and ensure their voice is represented.

Representative to the CWA 7799 Executive Board

Our local, CWA 7799, has an open seat for a representative of BCEU to participate in local-wide decision making. There is currently 1 position available.

  • We are public servants at a time when our values and jobs are under attack on multiple social fronts. As BCEU’s representative on our local executive committee, I would amplify our members’ voices and draw strength from our fellow local unions. I have experience being a key link between different bodies and units through my work as a data analyst and engineer at Boulder County, and I have three years of experience serving as a representative on various internal committees at my last institution. My priorities would be effective advocacy, communication, and relationship building with our fellow local unions. Labor power comes from our solidarity with public servants across Colorado and workers around the world, and I promise to focus on expanding our power as BCEU’s representative on CWA 7799’s Executive Board.

  • I would like to serve on this committee because as a trusted leader and member of our union, it is my desire to continually build collaborative relationships with other unions in the CWA 7799 family. I am willing and able to fulfill the commitment of attending executive board meetings every other Monday evening and invest more time as required. I want to be able to commiserate with others on our successes, challenges, ideas, suggestions, goals and dreams for our unions. I want to be able to keep lines of communication open on pertinent updates so that we are on the same page and united, especially during these times. I also want to be a voice at the table for Boulder County workers.

  • I want to be CWA 7799 Board Representative because I want to continue pushing for political change in Colorado, I want us to protect and expand our membership, and finally I want to push us to be significantly more proactive to respond to our current moment. We are staring down the barrel of fascism and we need to be ready to direct more of our energy toward standing up for members and non-members alike. In addition, I want ensure that BCEU-CWA interests are represented while ensuring we are at the forefront of local-wide action.

I have been organizing with our union since 2023 and I’m currently the chair of the communications committee. I have worked with president Jade Kelly and vice president Kayleigh TenBarge during the 2025 special legislative session and I will use my working relationship with leadership from day one.
